Reclaimed Water Master Plan Implementation<\/h1>

Project Information<\/h1>

In support of its goal to use its reclaimed water efficiently in its highest and best use, the City of Peoria has begun several projects which will expand its reclaimed water system and provide opportunities for further expansions of the system. This website is dedicated to keeping all interested parties updated on the projects summarized below, and to providing a conduit for communication with City staff regarding questions or comments on those projects during design and construction.<\/p>

Reclaimed Water Pipeline \u2013 Project 2<\/strong><\/h3>

Project 2 of the New Reclaimed Water Transmission Pipeline will extend the city’s reclaimed water system 5 miles west from the Pleasant Valley Reservoir Site, generally located at the southwest corner of Lake Pleasant Parkway and Lone Mountain Parkway, to the intersection of Sunrise Point and Ridgeline Road in the Vistancia community. Completion of this pipeline project will connect the existing Vistancia reclaimed water distribution system with the recently completed Project 1<\/strong> pipeline in Lake Pleasant Parkway, giving the city flexibility to move reclaimed water throughout north Peoria based on seasonal demands.<\/p>

Construction of Segment 3 will begin in June 2025 and continue through early 2026. Construction of Segment 2 will begin in October 2025 and continue through spring 2026. Construction of the remaining segment will begin in 2026.\u00a0<\/p>

Reclaimed Water Pipeline \u2013 Project 1<\/strong><\/h3>

As the first in a series of planned reclaimed water expansion projects, Project 1 extended a reclaimed water system 7.6 miles north from the Beardsley Water Reclamation Facility (WRF) for landscape irrigation and lake feature use, including use at the City\u2019s new Paloma Community Park.\u00a0<\/p>

The intent of this first project was to provide a reclaimed system backbone to prepare for future growth in the northern extents of the city, enhancing the City\u2019s ability to gain beneficial use of all reclaimed water produced and contributing to Peoria\u2019s sustainable future.<\/p>

Construction of the City\u2019s reclaimed pipeline was completed in four segments for expedited delivery. Segment 1, shown in yellow, was constructed first, beginning in late 2021. The construction of the other three segments was completed in summer 2024.<\/p>

Beardsley WRF Expansion<\/strong><\/h3>

The Beardsley WRF is being expanded to increase the treatment capacity from 4 to 6 million gallons per day (MGD).\u00a0 The facility expansion is necessary to treat the wastewater flows that have increased over the past several years, as well as provide capacity for wastewater from future development in north Peoria.\u00a0 The project includes the construction of a new pump station, which will deliver reclaimed water to the Pleasant Valley Reservoir through the new Project 1 pipeline.<\/p>

Construction of the Beardsley WRF Expansion will begin in August 2021 with anticipated completion in Summer 2025.<\/p>

Beardsley Pump Station <\/a> <\/h3>\n

Pleasant Valley Reservoir and Booster Pump Station (BPS) Conversion<\/strong><\/h3>

The Pleasant Valley Reservoir and BPS is being converted from a potable water facility to a reclaimed water facility.\u00a0 The facility will create a critical hub in the reclaimed water system expansion and allow for future connections to the Vistancia reclaimed system and future expansions north of Paloma Park.<\/p>

Construction of Phase 1 of the Pleasant Valley Reservoir and BPS Conversion began in March 2024 and concluded in December 2024. Phase 2 will begin at the end of March 2025 and continue through June 2025.<\/p>\n <\/use><\/svg> \"Pleasant <\/a>

Project Updates<\/h3>\n

9\/25\/25<\/h4>

The city of Peoria and its contractor, Hunter Contracting, will begin construction on Segment 2 <\/strong>of the New Reclaimed Water Transmission Pipeline project in October 2025. Construction is anticipated to continue through early 2026. Lone Mountain Parkway will be reduced to one eastbound and westbound lane between Morning Vista Drive and Loop 303 during this time.<\/p>

5\/19\/2025<\/h4>

The city of Peoria and its contractor, Hunter Contracting, will begin construction of Project 2 Segment 3 of the New Reclaimed Water Transmission Pipeline project in June 2025. Construction is anticipated to continue through early 2026.\u00a0<\/p>

The contractor will begin work at the intersection of Sunrise Point and Ridgeline Road and work east to El Mirage Road. Watch for shifting lanes on Ridgeline Road during this time.\u00a0If you have any questions, please call the project hotline at: (623) 670-5800<\/strong>.<\/p>

7\/26\/2024<\/h4>

The City’s contractor has completed construction activities on Segment 3<\/strong> of the reclaimed water transmission pipeline. The new reclaimed water system is expected to be operational by the end of the year following the completion of the new reclaimed water pump station at Beardsley Water Reclamation Facility and the Pleasant Valley Pump Station Conversion project.<\/p>

4\/3\/2024<\/h4>

From April 8 to May 10, the exterior block wall of the Beardsley Water Reclamation Facility will be repainted. The wall runs along Beardsley Road from approximately 112th Avenue to 111th Avenue, south along 111th Avenue to Union Hills Drive, and west along Union Hills Drive to approximately 111th Drive. No street restrictions are anticipated for this construction work.<\/p>

3\/13\/2024<\/h4>

The Beardsley Water Reclamation Facility Expansion project is ongoing. Upcoming work for an APS service line extension will require a street closure for the safety of the crew and traveling public.<\/p>

111th Avenue will be closed between Beardsley Road and Escuda Drive from Monday, March 25, to Monday, April 8<\/strong>. The sidewalks and bike lanes in this area will also be closed. Residents should detour around the closure using Beardsley Road, 107th Avenue, and Union Hills Drive.<\/p>

1\/3\/2024<\/h4>

The Pleasant Valley Reservoir and Booster Pump Station is being converted from a potable water facility to a reclaimed water facility. Construction will begin in January 2024 and is anticipated to continue through September 2024. Residents adjacent to the facility may hear construction noise during work hours.<\/p>

11\/30\/2023<\/h4> The City’s contractors are wrapping up construction activities on Segment 2 <\/b>and Segment 4 <\/b>of the reclaimed water transmission pipeline. Please be aware that there may be some minor restrictions while the contractors address a few last items. \u00a0 Construction of Segment 3 <\/b>is ongoing. The contractor began work on Lake Pleasant Parkway, between Westwing Parkway and Dixileta Drive, in late November. Construction is anticipated to conclude in summer 2024.

7\/10\/2023<\/h4>

Construction of\u00a0Segment 4\u00a0<\/strong>of the reclaimed water transmission pipeline is ongoing along Williams Road.<\/p>

Westbound Williams Road will be closed <\/strong>between 106th Avenue and 107th Avenue from Tuesday, July 18, to Friday, August 4<\/strong>. Please detour around the closure using Deer Valley Road.<\/p>

5\/25\/2023<\/h4>

Construction of Segment 3<\/strong> will begin in June and continue through Summer 2024. The construction notice below was distributed to the community today, May 25. Watch for temporary street restrictions and detours as the contractor is installing the pipeline in front of area streets.<\/p>

Segment 2<\/strong> construction is ongoing and will continue through the end of the year.<\/p>

Segment 4<\/strong> construction is ongoing and will continue through the end of the year.<\/p>

2\/24\/2023<\/h4>

Construction of Segment 4<\/strong> will begin in March and continue through December. The construction notice below was distributed to the community today, February 24. Watch for temporary lane restrictions, detours, and flaggers as the contractor is installing the pipeline.<\/p>

Segment 2<\/strong> construction is ongoing and will continue through the end of the year.<\/p>

Segment 3<\/strong> construction is anticipated to begin in summer 2023.<\/p>

2\/3\/2023<\/h4>

Construction of Segment 2<\/strong> of the reclaimed water transmission pipeline is underway along 107th Avenue, north of Pinnacle Peak Road. The contractor will be crossing in front of Realgar Road and Brooklite Drive in February.<\/p>

Realgar Road will be closed<\/strong> from February 13 to 17*. Detour around the closure using Brooklite Drive.<\/p>

Brooklite Drive will be closed<\/strong> from February 20 to 24*. Detour around the closure using Realgar Road.<\/p>

*Closure dates may vary slightly due to unanticipated conditions.<\/p>

12\/15\/2022<\/h4>

Construction for\u00a0Segment 2<\/strong> will begin in early January 2023 and continue through December. The construction notice below was sent out to residences in the area today, December 15. Watch for shifting lanes, temporary street restrictions, and detours as the contractor is installing the pipeline.<\/p>

Segment 3\u00a0<\/strong>construction is anticipated to begin in summer 2023. More information will be provided at a later date.<\/p>

10\/28\/2022<\/h4>

The contractor for the Beardsley WRF Expansion will continue installing concrete for the Beardsley WRF on Tuesday, November 1, at 5:00 AM and Wednesday, November 2, at 2:00 AM during the cooler morning hours.<\/p>

10\/11\/2022<\/h4>

The contractor for the Beardsley WRF Expansion will continue installing concrete for the new Effluent Pump Station inside the Beardsley WRF on Friday, October 14, beginning at 4:00 AM during cooler temperatures.<\/p>

10\/4\/2022<\/h4>

The contractor for the Beardsley WRF Expansion will begin installing concrete for the new Effluent Pump Station inside the Beardsley WRF on Thursday, October 6\u00a0<\/strong>at\u00a03:30 AM<\/strong>. It is necessary to begin the concrete work during the cooler morning hours.<\/p>

6\/13\/2022<\/h4>

The City’s contractor has completed construction of Segment 1 <\/b>of the new reclaimed water pipeline. 111th Avenue was reopened for full access on Sunday, May 15th. Please be aware that there may be some minor restrictions while the contractor addresses a few last items.\u00a0<\/p>

Segment 2<\/b> was solicited for bids and a construction contract with the apparent low bidder will be presented to Council for approval on June 21st. Construction of Segment 2<\/b> is expected to begin late fall 2022 and be complete by summer 2023.\u00a0<\/p>

Segments 3 and 4<\/b> are on track to be bid later this summer.<\/p>

3\/11\/2022<\/p>

Major construction activities have started on the Beardsley WRF Expansion<\/b> project. Some of these activities may produce higher than normal levels of odor causing gases. Beardsley plant operations staff and the project team are working closely on a daily basis to mitigate odors coming from the facility. 2\/22\/2022<\/h4>

111th Avenue Closure<\/b><\/h4> The City’s contractor is preparing to close 111th Avenue between Beardsley Road and Union Hills Drive on Monday, February 28 through construction completion in June. Residents of the Ventana Lakes community will still be able to access the neighborhood at 111th Avenue and Cimarron Drive, while all other traffic will be detoured around the closure via Union Hills Drive, 107th Avenue, and Beardsley Road. \u00a0 Rose Garden Lane Closure<\/b> Beginning on Monday, February 28, Rose Garden Lane will be closed until Monday, March 7, between 109th Avenue and 112th Avenue, to install the north end of\u00a0Segment 1. <\/b>Residents of the Ventana Lakes and Rose Garden Acres communities will still be able to access the neighborhood at 109th Avenue and Rose Garden Lane. All non-local traffic will be detoured around the neighborhood using 107th Avenue, Beardsley Road, and 112th Avenue. \u00a0<\/b>

1\/13\/2022<\/h4>

Segment 1<\/b> construction will begin next week and you should start seeing construction activity in the area of Beardsley Road and 111th Avenue. Please heed all signs and barricades and pay attention to construction workers in the area.<\/p>

Also, the second phase of the Beardsley Road pipe evaluation (within pavement) will be starting up and should be complete by the end of the month.<\/p>

Segments 2, 3, and 4<\/b> are on the track for completion of design and we expect to send them individually out for bid starting this spring.<\/p>

12\/15\/2021<\/h4> With Segment 1<\/b>\u00a0construction set to begin in mid-January 2022, the construction notice below was sent out on December 14th. As noted, we anticipate 111th Avenue will be closed from Beardsley Road south to Cimarron Drive from January through June. Please heed all signs and barricades and pay attention to construction workers in the area. \u00a0 Additionally, the pipe evaluation within Beardsley Road is on-going and should wrap up in the next month or so.

11\/18\/2021<\/h4>

The City’s contractor is preparing to evaluate the viability of the existing reclaimed pipe within Beardsley Road between 111th Avenue and Lake Pleasant Road\/99th Avenue. Earlier this week, notices were mailed to properties which border Beardsley Road along this stretch. Please see the notice below for more information.<\/p>

10\/08\/2021<\/h4>

At the City\u2019s September 28th<\/sup> Council meeting, a construction contract was approved for the reclaimed pipeline Segment 1 <\/strong>(Beardsley WRF to Rose Garden Ln). Prior to Segment 1 construction, the City\u2019s contractor will begin evaluation of the existing reclaimed waterlines in Beardsley Road and 108th<\/sup> and 109th<\/sup> Avenues. Since this work entails digging into the pipes at several locations to insert a camera, you may see areas of traffic control set up along these roadways for short periods of time. This important investigation will help the City define whether the existing reclaimed pipelines are viable and what repairs may be necessary prior to their use.<\/p>

Maricopa County has begun construction on a project to extend Deer Valley Road from 109th<\/sup> Avenue west to El Mirage Road. A portion of the City\u2019s Segment 4 <\/strong>reclaimed pipeline is located within the County\u2019s project boundary near the intersection of 109th<\/sup>Avenue and Deer Valley Road. In order to coordinate schedules effectively, the County\u2019s contractor will install the City\u2019s reclaimed pipeline within its project boundary before completing its roadway work in the area. That work should start in Fall 2021 per the County\u2019s current proposed schedule. Later, the City will connect to the piping installed by the County and install the remaining Segment 4 reclaimed piping along the 109th<\/sup> Avenue alignment.<\/p>

Schedules for all of the work noted above are being finalized and affected residents will receive direct notification(s) as the construction times approach. City staff will post construction notifications and updates to this project website, as well.<\/p>

In the case of work near 109th<\/sup> Avenue and Deer Valley Road, any notifications will likely come directly from the County. Please contact the County\u2019s Public Information Officer for this project, Bryan Pahia<\/strong> at (602) 506-0543<\/strong> or Bryan.Pahia@Maricopa.gov<\/a><\/strong> for questions or concerns related to the County\u2019s project in this area.<\/p>

8\/31\/2021<\/h4>

The City is still moving forward with design of all segments of the reclaimed water pipeline and expects to announce a construction timeline for a few of the locations soon.<\/p>

7\/22\/2021<\/h4>

Due to quickly escalating materials costs, the City has temporarily postponed construction of the reclaimed pipeline Segment 1 (Beardsley WRF to Rose Garden Ln) to evaluate cost-saving options. We will post more information as it becomes available and provide everyone with as much notice as possible before construction activities begin.<\/p>\n\n
